A Delivery Manager is responsible for driving, leading and delivering: - 1. Management of key technology deliverables, partnering with the business project manager, working within agreed processes, leading to successful delivery against plan. 2. They will coordinate Technology activities and manage dependencies to deliver the required work packages across the project. 3. Reporting Infrastructure progress against plans to the PM and managing / escalating exceptions to the PM and project governance boards 4. Building key internal and external networks in order to hold effective negotiations 5. Managing resource demand, securing commitments from all relevant Technology groups & providing effective reporting. Key areas of responsibility Percentage of time 50% Management of key technology deliverables, Partnering with the business project manager, working within agreed processes, leading to successful delivery against plan. Coordinating Technology activities and manage dependencies to deliver the required work packages across the project. Percentage of time 10% Building key internal and external networks in order to hold effective negotiations Percentage of time 30% Raising of resource demand and securing of commitments from all relevant Technology groups Percentage of time 10% Production of detailed IT delivery plans and effective reporting relating to the work streams/packages under direct management. Functional knowledge (essential) The Infrastructure Delivery manager will have strong technical experience across: - The delivery of IT related projects. - A strong emphasis on quality, accuracy and meeting deadlines. - Excellent stakeholder management skills, with the ability to advise senior staff on area of expertise and present at Project Board / Delivery Board meetings business decisions at senior management level. - Excellent written and verbal communication skills. - Strong organisation & facilitation skills. - Capable of planning and strategic thinking. Demonstrates forward planning of own work, and that of their delivery team in alignment with the overall project. - Self-motivated and able to work calmly under pressure. - Able to acquire the appropriate resources to delivery against agreed requirements driven from the solution design - Able to quickly identify and resolve issues and flaws in product -delivery and resource competencies so that they can be escalated appropriately. - Awareness of gated processes and required deliverables. - Experience of delivery in both a waterfall and Agile manner. - Awareness and management of Risk identification & mitigation. - Good understanding of a typical project and systems development lifecycle - The ideal candidate will have relevant professional experience and /or appropriate industry qualifications Business expertise The Delivery manager will have adequate industry knowledge and …. - Understands the Bank’s position on key matters and how this relates to the work of their team and the wider division both internally and externally. - Organisational awareness with broad knowledge of the Divisions across Technology to provide insight and recommendation initiatives, change and long-term roadmaps. - Have a breadth of knowledge of Bank business areas, and their IT requirements - Broad understanding of Technologies strategic goals, initiatives and changes implemented outside of domain / Division to ensure desirable outcomes for Technology in line with the Bank’s objectives. - Specialist knowledge, understanding and experience of the Bank of England operations would be an advantage. Leadership 1. The Delivery Manager will primarily provide management, oversight, planning and guidance to Infrastructure team members originating from both the projects lead domain & other domains where appropriate, within the Infrastructure department of Technology. 2. Each project will be assigned a project manager role and have an assigned Lead Domain with in the Technology department. The Lead Domain shall resource the Delivery Manager, who will be accountable for all aspects of IT delivery, with the exclusion of Architecture, testing and service introduction, leading to the successful end to end implementation of the IT element of the project. 3. The majority of projects within the Bank will require some element of Infrastructure and this role is key in ensuring those deliverables are completed. 4. Drives and delivers own pieces of work as well as planning and co-ordinating the work of their project delivery team, which includes contracting packages of work out to other domains and Technology Security. 5. As the role requires Matrix management and not line management, leadership can include monitoring, acting as a coach or mentor, and providing thought leadership as a subject matter expert. Whilst there are currently no direct reports in this role, this may change in the future. Problem solving 1. This is a strategic and tactical role, requiring the ability to weigh up and evaluate most appropriate outcome; 1. Analyses a variety of information sources and offers -delivery plan and associated resources to deliver this, presented appropriately 2. Identifies key facts and can differentiate and prioritise issues 3. Turns analysis into relevant output for team/division 4. Produces accurate conclusions/recommendations from 5. research based on sound arguments 6. Nature of impact/interaction with others 1. Technology interfaces with every aspect of the Bank. To support the Bank’s strategic portfolio it is crucial that Technology has the right people in the right roles with the right knowledge. A Delivery Manager will; 1. Shape, plan and align resource, taking into account various constraints (i.e. budget control / headcount constraints/ resource fundability) 2. Ensures continuous sharing of information and encourage continuous improvement 3. Adherence to roadmaps laid out in Technology 4. Utilises appropriate resources to achieve deliverables 5. Seeks opportunities to increase knowledge and profile around the directorate and/or Bank Interpersonal skills/interaction with others 1. The Infrastructure Delivery manager will be required to provide; 2. Effective management of others (delivery team members) 3. Diplomatic and a willingness to engage with others, and listen and adopt views and ideas from a wide-range of sources 4. Understanding of the consequences and impact of project decisions on support teams 5. Ability to advise, challenge, influence, negotiate and deliver against requirements, process and plans 6. Strong communication skills in engaging with all key Stakeholders & the delivery team. … 1. Awareness of knowing when to act on any key issues that require escalation or support from the management 2. Highly collaborative attitude to facilitate best possible outcomes for Technology 3. Experience of stakeholder management (e.g. CIO, HoD level) with ability and credibility to influence, negotiate outcomes, challenge prevalent thinking
